Carroll County's Transition to the Department of Fire & EMS
Years in the making - your career in its future.
As the Carroll County Department of Fire & EMS (CCDFEMS) hires its first sworn employees, those currently working for the fire companies will be applying and vetted by the County. At the same time, outside applicants will be hired along side those transitioning personnel to serve the County. Ultimately, full-time career staffing will expand from 90 to more than 240 uniformed personnel by FY2024.
LATERAL HIRES
On January 9th, 2023, the Carroll County Government will open the hiring process for the following positions:
To fill its initial ranks, CCDFEMS will need to hire previously trained and experienced personnel from inside and outside of the current system. A set of certification requirements has been established to ensure a base level of education and validate those applicants. NOTE: The hiring process is run and governed completely by the Carroll County Departments of Fire & EMS and Human Resources. This page is for information purposes only. Firefighter/Paramedic
- Advanced Life Support Certification
- Maryland Paramedic or CRT
- National Registry EMT-I (99) or Paramedic
- Reciprocal State ALS Certification
- Valid Class C Driver's License or higher
- EVOC (MFRI, VFIS, or Equivalent)
- If you have an EVOC certificate, turn it in. If you have an off-the-wall certificate for which you have a question, ask.

- This must be a ProBoard Certification. If you took Firefighter I after July 1, 1993, you should be able to ProBoard.
- For ProBoard Applications, including "Previous Edition" Applications, visit: https://www.mfri.org/mfspqb/forms/
- If you have the Firefighter I ProBoard, then you had HazMat to get it. Therefore, HazMat Ops does not have to be ProBoard.
- HazMat ProBoard Certification, by itself, is not required to apply.
- If you have a higher level firefighter ProBoard certification (Firefighter II, Fire Officer I, II, III, or IV), that will satisfy this requirement.
- i.e. - "I don't have a Firefighter I ProBoard, but I have a Firefighter II ProBoard." = You're good.
- This must be a ProBoard Certification. If you took Firefighter I after July 1, 1993, you should be able to ProBoard.
- *Firefighter II
- If you don't have a FFII ProBoard, you must get it within a year of being hired.
- CCDFEMS will be offering the class in that time.
- *Vehicle & Machinery Tech Rescuer I/II or Rescue Technician Certification by MSFPQB
- If you don't have a this ProBoard, you must get it within a year of being hired.
- CCDFEMS will be offering the class in that time.
Paramedic (EMS Only)
- Advanced Life Support Certification
- Maryland Paramedic or CRT
